This message occurs when archival tier scan fails for a cloud snapshot. The cloud snapshot will not be scanned for tiering.

snapshot_id (STRING): Snapshot UUID.
ep_uuid (STRING): Endpoint UUID.
volume_dsid (LONGINT): Volume dsid.
