This message occurs when an exo-volume scanner detects a loss of volume quiescence during a volume move operation. This typically occurs when there is too much data to transfer within the allowed cutover window.
- Corrective Action

Check the network connectivity between the nodes involved in the volume move. Decrease the amount of client traffic to the volume. If those steps do not reduce the amount of data to be transferred enough to allow the transfer, force a volume move cutover with the "-cutover-action force" flag to the "volume move start" command.
