This message occurs when takeovers due to network partitioning are disabled because of the number of previous, consecutive, network-partiion takeovers that occurred within a preceding detection period. Subsequent takeovers due to network partitioning are automatically reenabled after the disable time limit is reached or after a takeover is initiated for a different reason.
