Modify a cloud
PUT /accounts/{account_id}/topology/v1/clouds/{cloud_id}
Replaces the entire stored resource with the supplied JSON request body while preserving key values that are not user-modifiable.
Side Effects

An update will trigger a rediscovery of SAs and clusters.
