This message occurs when Single Instance Storage (SIS) metafiles cannot be created during a Data ONTAP® upgrade. The 'sis status' command will not display this volume. SIS operations cannot be triggered manually or according to a schedule for the volume.

Correct the underlying issue indicated by the error message, and then run 'sis on' command to trigger the SIS upgrade again. If the upgrade succeeds, SIS then resumes normally.
