This message occurs when the partner node is down and it is currently impossible to perform a takeover because the partner mailbox disks are not available.
- Corrective Action

Check connectivity to the partner disks. Identify the mailbox disks on the partner node by using the "storage failover show -instance" command. Verify that this node has connectivity to the partner mailbox disks by using the "storage disk show -instance" command. Resolve any connectivity issues by fixing cabling or shelf issues.
