This message occurs when the system cannot determine the stack ID for a disk shelf. The system has exceeded the maximum number of times it can change the stack ID of the shelf. The cause of this issue is a misconfiguration in the system.

Run the 'system health alert show' command and resolve all of the issues reported by following the corrective actions provided.
