This message occurs when a MetroCluster over IP configuration detects network congestion over the inter-cluster links (ISL) that connect sites and an action is taken to reduce further network congestion.

Verify that network between MetroCluster sites is following minimum SLA requirements and fix any such violations if needed. If the issue persists, contact NetApp technical support.
